In the games it's more of her being afraid of harm, both from Pokemon and to each other, since she herself is not a Pokemon trainer. It might be due to her mother experimenting with Pokemon and pushing them to their limits and witnessing them in pain. Cosmog and Type: Null are key examples. She later grows out of that fear. Correct me if I'm wrong.
