It does still work based on steps (dunno about just in tall grass, but it IS steps still), but trust me when I say that they reeeally seem to expire quick in this game, at least quicker than I remember them doing (or at least it certainly feels quicker; maybe it's just how fast we can travel now -- even ignoring the Rides -- that makes it seem that way?). It does not surprise me that Lillie would try to stretch it out as much as she can.
