I have no idea. I guess Houshou hates being alone when it's raining? She'll do anything to be close to a person when it's raining. Even spiking someone's tea... In this case, that someone is Yamato.

Valid but its also implied that Houshou has been taking care of Yamato since she was little...

This is weird. but interesting.

I'm guessing she doesn't want to let Yamato go and is doing whatever she can to keep her close.
