This is actually a reference to a recent Ryu manga published where Ryu tracks down Sagat to train before finding Akuma. In the story you learn that Sagat saved some orphan kids and is raising them as sort of a foster father. They do indeed farm tomatoes.

I don't think he was evil to begin with. From what I've seen he was more of a male version of what Chun Li was during her "Zero" days. A hot-headed sore loser.
