They're both below modest. Katsuragi's just FLAT while Zuikaku's an A cup at most. The jury's out on Houshou, however.

Houshou wasn't meant to be a light carrier in real life. She was just designated that way in the game. As for Zuikaku, in her Kai 2 form, I'd say she's a high A at least, low B at most.

Well, she's designated that way for a reason - she can't launch the sorts of planes a CV can launch, as her shorter runway means she has to launch lower-speed planes that were generally relegated to the CVLs. CVLs were, for the most part, not designed to purposefully be CVLs, but were older carriers or conversions of different types of ships made in haste to have some sort of ship capable of launch some kind of plane.
So far as Zui goes, she's already gone from near-flat to A to "low B at most"... a couple seasonal arts, and she'll be coming up on Shoukaku-nee! Go Zui! (And watch your back for more RJs and Zuihous declaring you a "traitor"...)
