This also got me a long time ago when I first encountered it. It's shorthand; the stuff under the 广 can be replaced with マ for simplicity sake. I only know 2 instances of this kind of shorthand myself, this being one of them. The other is 門 being shortened (both alone, and as a component in other kanji) to something that kinda looks like 巾, but the middle line is much shorter (just long enough to cut the arch in 2) and there's no 'hook' on the bottom right corner.
