I suppose it's not a problem, I was really reflecting on what I have observed not judging it. I really don't think it would be a bad thing if there were more flags that are just "quality check" because janitors are smart enough to intuit the hard-at-times-to-explain problem with a picture, but people seem reluctant to flag and treat the flag reason as a casus belli that they need to make a defensible argument for rather than something much less serious, probably because of the anger directed at flaggers. I think flags are a good and positive thing, even when posts are re-approved because they weed out rot and decay.

You shouldn't just be allowed to tag something and tell them "Here just find something wrong". No, if you don't know what's wrong then don't report it.
