Those sorts of tattoos seem to be a common "corrupted character" thing. You'll see it on all of Kenkou Cross's "succubized" characters, for example. (Tattoos are strongly associated with the criminal element in Japan, so tattoos and body piercing on girls are basically Japanese shorthand for "brainwashed sexslave" and/or "succubus".)
