Well, it would make sense for Atlanta to think it fine/normal to crossdress if his Dad did it, too... but why'd he dislike it when his Dad did it, then?

She was just given permission a few weeks (or however much time skips in a few chapters) ago, so it's unlikely she's had enough time to learn much, if she's even actually trying to learn at all. (She was given permission, not that she asked for it. That was just Mickey's mother saying that Mickey could follow in her footsteps rather than Mickey's father's.) We'd likely see a montage... and if not, she's secretly training so that she could surprise everyone with magic when nobody expects it somewhere six chapters or so down the line.
Not really that surprising given our own main character.
It must be a really specific type of taste though, given that you can presumably switch gender if you want. Or maybe the father is a full elf and has no egg, we will see after reading more. Or you know, fathered Atlanta and then somehow lost egg to someone else after being a really awkward male role model.
At the cost of becoming almost completely subservient to whoever turned you. Some people would want to be cute but not give up their free will.
There's a few ways to just give it up, most likely. Though in Mickey's mother's case it involved the other person dying, doubtless some loophole arrives in the future.
If Atlanta's mother is dead then this fellow could have handed back her egg, handed his over, and not taken it back afterwards if they had a 10-minute dialogue sequence before she passed in a dramatic fashion at the end of character development.
Or like those other two people who mutually demolished their eggs which seems awkward. Clearly in this case, after having their kid(s)
