Was it not for the child/parent image, the red border probably would easily qualify for misleading thumbnails.
The red border would not qualify for that pool regardless. It has its own tag, complete with an explanation in the wiki that basically explains that the difference between flagged images and images with red borders cannot be seen in the thumbnails.
