Obligatory reminder that the glasses only show whether or not a girl accepts a confession or not. Remember, the Admiral did conress to Junyou when she was 100% and she did in fact say yes. But the next day after, she called it off.

The Admiral here wants a lasting relationship but he's also a scaredy wimp that doesn't like conflict. That's why he keeps getting mixed messages from Maya who does actually like him.

Maybe.

It kind of depends on what this Shoukaku is like, and why she's interested in him. If she's genuinely interested in him, and seriously just wouldn't mind if he dated her sister AND her sister's nemesis at the same time then... well, you have to wonder about her personality from just that, alone, right?

However, it's also possible she's interested in him specifically because her little sister is also interested, which, as he says, practically becomes a soap opera setup where he's just a pawn in the interpersonal rivalry between all three of them. At best, she's interested in a harem just to use him as a way to patch things up between Kaga and Zuikaku, at worst, she wants to antagonize the other two.

That said, it's at least hypothetically possible that she's interested in Admiral, but was holding back because she knew Zuikaku was interested, but isn't above swooping in if he definitely won't pick her.

Presuming she's a totally different personality from the "number of partners" Shoukaku, you'd really need to see more of her to get any sense of where she's coming from or what she really wants.
