She was holding the documents last page as a shield to hide her blushing when she was thinking about the "almost kiss", and she's worried about how to speak to him after having that topic unresolved. When he asks her for tea, she presumes it's an icebreaker and that he's about to ask about the kiss, so when he then asks about something "before", she assumes it's about the kiss and jumps, splashing herself with the pitcher of tea. Continuing his statement, however, he was just asking about the document she was holding before then in the previous page.
