    We already had that storyline with Isonami's brief turn as secretary ship. By now, Murakumo's more secure in her position as onee-san number one, and also is more aware that sho-TTK isn't capable of subterfuge - if he says that Kongou is to be secretary to bring her up to speed, she'll believe him.
