He did state the reason though. I for one cannot see the "absolutely atrocious" proportion and where "nothing looks like it's the same size" the flagger was talking about. So either I am blind and can't spot such obvious error, or he is blind and was talking out of his ass.
Why don't you point it out for me what exactly was the flagger talking about? Because as of right now, the statement "Flagger is blind" makes infinitely more sense to me.

What exactly doesn't make sense about the crotch area? (Left arm is fine it's just the way she has it angled.)
The bottom profile of the panties shouldn't be a "w" if the woman is sitting and halfway leaning back. You would see all the bits from this angle. The female anatomy is sometimes slightly exaggerated to draw that "w" as some kind of appeal factor, but it also leads some artists to make grave exaggerations too.
Also, I think the arms and legs are different sizes from each other, as mentioned, and have different ideas of foreshortening. If you put the image in a paint program and view the right half of it, using the face as a divider, it makes it look like she has shorter legs and feminine toned arms, but if you view the left side she looks bigger and more muscular.
I don't post images here, so I don't take strong stances of whether any one image stays or goes, but these are my opinions of the drawing and why some people may think it looks off.
IMHO, the right leg seems to be like it's angled more sideways from the body than the left leg is, which can give the illusion of size difference by exposing more of the thigh's inner surface. As for the arms, it seems obvious to me that the right shoulder is raised higher than the left one by the character herself, and the (mostly obscured) right forearm may be at a slightly different orientation than the left one, which seems to be at an angle that may obfuscate how wide it actually is on the "upper" and "under" sides (I think we're seeing the "inner lateral" side of said appendage).

The mods who don't vote are people who likely don't come back to Danbooru (or at least, aren't actively doing anything but lurking) anymore, and are why there have been more mods hired.
And yes, if nobody votes to overturn a flagging deletion, they stay deleted until something changes.

I was talking about the appeal itself. Is it going to be stuck in limbo, since it appears none of the previous mods seem to have the motivation to even strike it down in reaffirmation of their past decision to vote the previous appeal down?
