from what I have seen, Byakuren was berating him for walking around naked. then a random wind blew her skirt up giving him an eyeful of her scandalous high hip panties. she suffers a severe charisma break when she realized he saw. He then comforts her with a cool down hug, and then a shoulder rub, suggesting she should take a break to calm down. apparently due to his kindness and him not taking advantage of her moment of vulnerability, she's apparently willing to reward him.

I seriously don't understand,and i think the artist does does too.
The only scenario/meaning I thought of is that, she is berating him ,her charisma broke(borrowed it from another comment) from showing her panties , and then he forcibly(?) takes her to the hotel,with hopes of getting sum fuk ,still it is just illogical.

Seems like Byakuren was having a date with the Dragonborn. She was embarrassed that he appeared naked and their meeting place was in front of a love hotel. So intercourse was already implied. Byakuren got shy and scolded him, but got Fus Ro Dah'd. As the panties showed she got even more embarrassed. So the Dragonborn comforted her, gave her a hug and guided her into the hotel.
