    She's adding the 億 (100 million) to the normal expression of "100点満点", meaning 100/100 full score (since the majority of tests are graded out of 100)

    So she's literally saying 10 billion... But the joke makes less sense that way.

    億 is also pretty much the largest number modifier that kids in Japan know off-hand too, similar to how kids might know trillion, but are very likely to know billion. (the next one up is 兆 /cho/ 10^12)
