Modern Manga/Anime longic 101: Swimwear is less embarasing than Underwear. (Even if the latter covers more)
It's psychological. Underwear is not to meant to be seen in public, and swimwear is. Also swimwear trends on having thicker lining to cover up nipple erections, afaik.
