Normally Belfast herself can get the hell out of smoke due to her hydro aboard as well and its not surprising Kaga's moving up to bunch up with the team if the sector you're in is not safe anymore (but hey, this is AL Kaga and doubt she's even scared in the first place and owing to the fact this is likely a tier 7 max match, she can dominate anything lower than her) and Sims likely is moving towards B as well as Cleveland attempting to shell the battleship shelling Kaga... I have no idea why Shiratsuyu is firing torps at nowhere.

Preemptive torping around the island. Seen many do that, I don't because the reload is too long to worth it
