That would be Prince Herb and his family, and it's kind of like that, one of herb's ancestors was a dragon, likely made human because of said pools, thus the family line possesses Dragon like qualities.

They also explicitly use the Locking Ladle to trap said beasts in human female form before using them as broodmares, meaning it doesn't lock automatically.
