Out of all 4 the only one I would say often looks like a loli is Laffey, Unicorn is more petite but not always and Ayanami and Javelin are normal, that doesn't mean they aren't cute though.

Sadly Z23 was demoted in JP from playable to reward for reaching "stars" in the starter-set reward collection to make way for Ayanami.

Maybe there was two admirals who are friends.And one day one of the admiral is dying and he told the other one about a legend of admirals afterlife as shipgirls and gave the instructions of bringing him back to life after he is dead.later the dead Admiral became Javelin and continuted to be together with his friend until the another admiral died and became Laffey.Later they came under command of another admiral which became Ayanami and the story continutes.
