Is Takanami canonically portrayed as a siscon, or just the artist's preference?

In canon, she's seriously respectful of "Naganami-neesama", as a sort of role model for herself. (Takanami was an early casualty, and accomplished nearly nothing in the war but torpedoing a cruiser that sank her right back. During the only major mission Takanami went on, Naganami was the flagship.)

There was, however, a bit in her Valentine's seasonal line where she said she was making valentines for Commander and Naganami-neesama, and then she got cookies back on white day from both of them. (Again, implicating that Naganami sees herself as a boy.)

There's enough vagueness that if you really wanted to read some wincest into that, you could try, but you really have to try to see it, unlike Yamashiro or Ooi that are undeniably siscons.
