Fandom have usually popularize the younger sister being more busty than the older. There are both examples, but I often see Koishi and Flandre with a bigger chests than their older sisters.

It depends on how many characters they actually let in. Usually, it's characters like King Tengu who've only been REFERENCED in some of the secondary materials, and hasn't even been officially illustrated that most fans don't even know exist. People make jokes about the Akis, but they're at least remembered enough for there to be jokes about how little they're remembered.
