Looks like Eldridge, given the puffy hair off to the side from her twintails, and red eyes.

Also since she's calling Ranger "sensei," and Eldridge fits the little kid archetype too.

I have considered both possibilities as well, Ayanami's hair color and style fits the best, but she usually emphasizes "desu" a lot in her speech. Eldridge (and Laffey as well) fits the hair fluffiness criteria, but her hair color is quite different. She's also not really talkative. Juneau's more talkative than the two and her hairstyle more or less matches with this girl, but her hair color doesn't.

And the artist didn't bother to tag anyone besides Ranger and Shikikan.
