Honestly, I forget where I even got this picture, and the look itself makes me think this must be Terra. But, it was in my Celes folder, and I trust my initial naming enough to keep it as that when posting it on danbooru. It might be a cosplay of Celes as Terra.
nah, I really think it's Terra. Terra hair color is actually blond (from original concept art and those nifty cg stuff that was made later). I think it was changed to green so it wouldn't look to much like Celes's sprite who was also blond.
This is most definitely not Celes. Tina/Terra is rendered as a blonde in Amano's artwork, wears the same arm-length gloves and tube dress, and even the same sash.
A cape and a sword does not Celes make. Removing the celes_chere tag from this.

While that's the policy, far more people expect Terra under the Terra header, not the Japanese Tina one. Plus, I haven't checked that in the rules, but we don't know what consequences he's referring to. I have no problem dropping the issue if I'm wrong, but it seems like Terra would be better to use than Tina.

If you want to get REALLY specific, it's highly doubtful most people know her last name at all. Why not just tag both names and be done with it?
