It's permanent remodel that costs no blueprint. Their stats all have been increased to match even Kai Ni ships. The only thing they seemingly lack is probably built-in AA director which would otherwise enable them to do AA cut-in with lesser equipment (like Fubuki Kai Ni).
About Shinano, there's still no confirmation. Yamato is likely to get Kai Ni announced first than Devs reminding us players that Shinano was not a myth after all.

the usual case scenario is that they couldn't make Youki (Shinano's artist) work again like how Samidare's, Atago's and Aoba's artists ended up
I suspect a case of "artist loyalty"...
Still though, the operation when Shinano sank and Ten-Go weren't far apart IRL so I somewhat expect her to come. Won't be surprised if she doesn't. #WhensShinano
