There's something I don't get about the Azur Lane starter ships...
Ayanami and Laffey are both "hero destroyers" (read: nutcases who punched well above their weight) and Z23 is a stereotypical marvel of German engineering (because when you're dealing with the Kriegsmarine, engineering marvels are all you can get) so Javelin feels completely out of place among these titans. Why not get... oh... I don't know... Glowworm as the RN starter ship?

Why not get... oh... I don't know... Glowworm as the RN starter ship?
Glowworm unfortunately has a rather... Single note personality that begins with "Head", ends in "smash" and is focused on a certain Heavy Cruiser, to the point that even for a 4Koma I don't think she could carry more than 4-5 chapters before over staying her welcome. And the other RN's are all paired off with other KAN-SEN that don't have staying, standalone personalities in and of themselves; such a Comet, Cygnet and Crescent. Javelin is more open and bubbly, read "airhead", isn't paired with any non-starters and has both nostalgia and the her presence in the Azur Lane Anime to fall back on with a relatively appealing personality and plain girl design to match allowing her to balance out Laffey's overworked, Ayanami's lazy and Z23's over serious (comparatively speaking) personality. Glowworm is also they subject of Ark Royal's stalking, while Javelin isn't.

Honestly, Glowworm is just the most obvious example of a hero destroyer for the Royal Navy. (I would criticize the devs for her one-note personality but even I have to admit that they didn't have much to work with) Bulldog could be another example as a representation of the Royal Navy's historical focus on anti-submarine warfare and a quick comparison between Jervis's and Javelin's Wikipedia page could tell you which one has the more interesting career.
Hell, if a certain "other" shipgirl game is anything to go by, Jervis has some great fodder for characterization.
