Because she is the first and only French ship so far, and US is the only major nation in game that doesn't have a PR ship to research yet. If they use RN, there will be 3 ships that need RN against 2 uses IJN and 1 KMS.

Yea that makes sense, but now that you mention it, why didn't they add a US PR ship? Like you said, everyone else got a ship so what's up with that unfairness?

I do think. WoWS devs are very aware how pissed off the NA server players whenever anime-related stuff appeared in their "historical" game.
Des Moines would probably be incredibly OP in Azur Lane for that matter and Buffalo is a good candidate if they kick off second wave.
Kinda amusing Saint-Louis has an inborn Inertia Fuze to her since in-game, she's annoyingly fast that it'd take Roon, which has undoubtedly the highest MV at tier 9 a good bead to hit her... and the French cruiser's HE shells aren't something to scoff at as well... although I wish I could say the same on that weird shaped superstructure which looks like they just simply didnt give a shit and copypasta'd Algerie's on a better cruiser hull.

Well Jonh Jordan in his book "French cruisers 1922-1956" gives side drawing of C5SA1 (Saint louis) C5A3 (Charles Martel) and C4 (Algerie) and superstructure looks similar enough that I would way it is not exactly WG being lazy (i.e this time it is not completely their fault). It is more of French naval designers deciding that Algerie superstructure "just works" while being in a hurry. https://imgur.com/a/h9LYfPD
