I'm not familiar with the series but why is she depicted often as such?
It's been a while since I played DPPT, but from what I can remember she pops up a lot around the player character, leading the fandom to joke about how she was stalking you. As for why Hikari and not Kouki? People like their age gap yuri pairings, I suppose (although to be fair, so do I).
