White Len looks up to Nanaya Shiki alone; her presence/reaction here dispels the ambiguity. They're distinct characters inMelty Blood, where White Len comes from. Though only a split personality (if even that much) in the original game. It's... an odd situation.
Essentially, there are three Nanaya Shikis that we've seen:
1. The one in Kagetsu Tohya. This was a part of Tohno Shiki's thoughts/nightmares/etc /within the dream he was having/, so not a real "thing". The same should go for the Kishima Kouma in Shiki's dream. 2. The one created by Wallachia in Melty Blood. Just like everything Wallachia does, this Nanaya is based on rumors and thoughts made real, and this one actually had powers. The "Nanaya Shiki" of "Melty Blood" (Melty Blood the novel, Re-ACT dialogues, Act Cadenza dialogues) should be this one. 3. The one created by White Len at the end of Melty Blood. Seems mostly like the Wallachia incarnation, but apparently he's generally a much nicer person. This is generally the one you see in W.Len x Nanaya works. Actress Again arcade dialogues should be for this one (even Kouma mentions that Nanaya has "changed").
