Nah they did announce Yuugumo-class to get another Kai Ni this Summer before, but they never said "when or who". No Historical Hint either.

Nearly out of nowhere but they did give notice beforehand months ago.

Must say that i'm not a fan of this design.

Fun fact is, this is actually the Summer Version of her Kai Ni Remodel.

Rare to happen but she got her Kai Ni + Summer outfit at the same time so we don't even know what her "Normal" outfit will look like.
