About the translation, is she speaking incoherently (ie. the writing is jibberish) or actually saying the phrase "incoherent speech pattern"?
As the one who did the translation, she is in fact saying "Shirimetsuretsu shikou hatsugen" which translates to incoherent speech pattern. I believe it's some Japanese popular culture thing going on over there on the internet where you take a photo or drawing with a speech bubble and paste in something random, a sentence or thought or something and post it online.
