At least insofar that until the translation is done they don't appear to be violent/criminals, victims of abuse, or such. Even Furutaka and Shimakaze are being effectively 'bribed' with the chance of being healed by becoming Ship Girls, so while they seem enthusiastic in their image, it's a different motivation for them.
Of course, considering what the other images/backstories are showing in this series, I'm prepared for some kind of twist on their situation.

Tatsuta tried to donate her eye, but shipgirl can't take human organ. So Tatsuta decide to become Shipgirl instead, to accompanies Tenryuu (become her eye).
