Pokemon sizes are total BS anyway. Sometimes they are shown as being really tiny next to your training in the dex info but then in the anime they are often really huge. I swear I saw the early eeveelutions in an episode where they were all ridiculously big.

I think the sizes in the dex are actually meant to be "compared to an average person", only that the "average person" depicted in the dex are meant to be 10 years old, whereas often time the "average person" you saw in the animes/mangas/game cutscenes are adults. It's the issue that the medias can't get their definition of "average" consistent to begin with.
So naturally, what the average person in these scenarios consider to be "huge" can vary greatly. Why something like Nidoking or Machamp are shown or given height to be like a head taller than a 10 years old in the dex, then is shown to still be a head taller than an adult in animes.

I mean, chances are the sizes in the 'dex also represent averages for the pokemon; they almost certainly have as much variance between individuals as we do (probably more given how humans went through a recent genetic bottleneck whereas pokemon are a ring species the size of the entire biosphere).

Add in the pokemon size range in GO, and you can see that Vaporeon size is not entirely impossible.

This is more so true now because of Pokemon Arceus introducing how pokemon were back in the past. Vaporeon (and almost every other pokemon) is absolutely massive in that game. One could easily argue that a pokemon simply inherited older attributes an ancestor had
