Mata Hari is from the second world war. it doesn't matter how old the person is, it's how much they effected the world for them to become a servant.
Not how much they affected the world - how iconic they are and the degree to which that icon is impossible/implausible legend rather than confirmed fact.
So, for instance, Mr Rogers is basically a guaranteed Ruler class eligible Heroic Spirit, despite dying in the 21st century.

Now you've made me wonder what Mr. Rogers Noble Phantasm will be.
Age can help increase a spirit's potency, but technically time doesn't matter. That includes spirits from the future.
I imagine many modern "legends" are media constructions. They aren't actually popular or legendary, but because of advertising they're hyped up. Then there's the point Gil made about modern humans; there's a distinct lack of quality. Legends of the past had a greater impact proportionately, and the people of the time mattered more. They also weren't seemingly subject to whimsy, where things endured more, instead of everyone and everything scrambling for their 15 minutes of fame.

Earning the trust of children. Good thing he seems to have been a good guy.
