It could be Shinji, I mean look at the white and dark coloration, it does somewhat match his usual clothing.

Annubis is right, it's a Mass production Eva head. Notice the wide mouth with red lips, white skin, and fish-head shape to it. Of course in that case scale has been thrown out the window, but since the lance is supposed to be the size of a large building, that's been taken care of already.

Yeah, it's definitely a mass-production Eva head, although the red lips almost look like the bloody prongs of the lance and the brown/black part is most curious.

Still, I like the idea of Asuka holding the Lance of Longinus with Shinji's head on the pointy end for some reason.
