It's her new skin art. She basicly goes all ohohoho and pours a glass of wine just like in this strip, albeit not on Javelin's head.

I still don't get why she has to lead Javelin on before acting so mean towards her though.

Edit: She has to get her sadism fix and the Commander wasn't around, maybe?
