If there is a consistent design (enough to justify a character tag), I vote Maria. Or Maria_(Mario), to avoid ambiguity ('Mario' here meaning the series, keeping in pattern with how some fan characters are named).

To add to this, in the original Paper Mario (the N64 one), Mario meets two goomba siblings, "Goombario" and "Goombaria". (There's also a whole family, including characters like "Goomama" and "Goompa".) This helps support the idea that the feminized equivalent of Mario in Nintendo's eyes is "Maria".
Also, "Goombette" seems to apply to all female goombas, and can have multiple (generic) goombettes active at a time. (Naturally, ALL female goombas are pink in color and have pink hair bows, because the Mario 'verse apparently doesn't understand how to convey "female" in any other way.)
