Monme-chan was on the intro page, so it wouldn't surprise me if both of them end up being regular or at least recurring characters. If nothing else, Youko will probably stop by now and again so that she can see Monme-chan rather than just feel her tug on her clothes.

Or did you mean "is the obariyon going to be a regular?" Perhaps not, since she isn't on the intro page and three other yet-to-be-introduced chibi youkai are, but you never know. I doubt yuurei's exactly got a three-year mega-arc plotted out in his head for this thing - characters will be fleshed out if they interest him and/or likes drawing them.

Incidentally, following the really-on-the-nose naming scheme, "Youko" is made up of the first character in "Youkai" followed by the standard "-ko" (child) to make a feminine name. Basically, "Youkai girl".
