"Goblin Slayer" is a series where all goblins are purely evil rape machines.

"That Time I Got Reincarnated As a Slime" is a series where the main character (reincarnated in another world as a talking overpowered slime, but nevertheless with absurd overpowered abilities, naturally) winds up being asked by goblins to save their village, and winds up gradually collecting other monsters and giving them power-ups until he's formed a whole kingdom of friendly monsters. (Basically, it has the exact opposite take on the morality of monsters, with several humans fleeing human kingdoms for the monster kingdom because the nobility sucks.)

Gobta is the buttmonkey of Reincarnated As a Slime - he's actually quite strong, but while all the other powered-up hobgoblins became more human-like and handsome/beautiful, Gobta looks like... well, that (or at least, that's his manga version), and while he's basically the main character's fanboy, he's constantly forgotten by the main character while in danger.

There was few funny theory long time ago about Gobuta being a reincarnated otherworlder fated to be the Devil King of Jura Great Forest by the System, but he's an idiot and/or forgot that he's reincarnated, thus severely limiting his capabilities. Him didn't getting new form or even evolving after being named by Rimuru shows that his evolution req are so high, plus there's the bit about him learning special skills by bonding with the Wolves.

Adding to what others have said, goblins in the Slime anime is treated like any other race, in that they have their own civilization and even female goblins. So no raping and all that.

So even with context, the thought of Gobuta doing this is morbidly hilarious.

Gobta did evolve, he just didn't physically change in appearance. Later on in the story, one of the lizardmen evolves into a dragonewt that has wings because he wanted to be more dragon-like, while his sister evolved into a more humanoid dragonewt form to be more like Rimuru's humanoid form, and they were talking about how their physical changes during evolution reflected the inner desires of the character evolving.

Gobta just apparently either liked looking that way, or else was too dumb to have an opinion on his appearance.

That's fair. If their positions were reversed, Fighter would just be laughing.
