Either it's something about her outfit being cut specifically not to be baggy there (it's obviously not baggy and cut to show her curves in the first panel), or it's something they're just assuming she's doing in spite of the evidence just as part of the joke, like the completely getting her name wrong thing.

Now I'm remembering a screencap of a subbed anime I saw on 4chan a great many years ago.
