No I think he means the yellow black striped Reflective Roadside Poles.
It's "bollard", but I'm not sure to apply here since all of the other pictures tagged such are using the term in it's proper definition (sturdy stubby post where you could tie something in it)

Bollards as you suggest yourself are sturdy and bolted or cemented into the ground. I see these a lot in front of parking spaces, separating the parking space and a sidewalk, so they can stop a car from going too far by accident and into pedestrians. Roadside safety poles are flimsy and flexible so they will bend back out of the way, in case a car does swerve off the road and hit one of these poles, it will not stop the cars dead in its tracks and fling anyone not strapped in through the windshield. This is why they are pointing in all sort of direction in this pic.
