There are still many that aren't (like post #3358706) and as far as I know we have never labeled pure scenery posts as off-topic as long as they are done well.

Honestly, kind of reminds me of some of those Ghost in the Shell versions of cyberspace.

I thought it was fine if the artist was Japanese, though... and that's a Japanese artist's pixiv page.
