Also, the low-number teams are on the right (Team Plasma is Team 3), while it's Team 16 that went down first as a side note.
Anyway, the qualification for "passing" this exercise is having two other tags plus your own. Every team besides 2 and 3 has one extra tag, while 2 just nabbed 4 tags. (And technically, there should be a few tags just lying around from the teams that got sniped, unless they were picked up by Akashi as she hauled the girls to the docks or something.)
This means that if, say, every other team ganged up on Kuma and split the tags (giving two to Team 3), everyone remaining would win. (Not going to happen, of course, this needs a climax, and it's unlikely more than two teams will win, and there's a decent probability of everyone being disqualified or something just for the giggles.)
So we are down to two heavy cruisers, one light cruiser, five destroyers, a light carrier, and a battleship.
Of the Destroyers: You have one of the crazy dogs (Poi), one with two epic weapons (Ushio), A Lady, her combat crazy sister ship, and the Base's Boss of Funds (Plasma-chan).
The two heavy cruisers seem like the most laid back of the remaining teams in personality. I recall Suzuya being accurate, but not blood thirsty. I can't remember Aoba in combat.
Aside from Ryuujou and Poi, each of the remaining three group seems to have one less effective member (though I can't tell how ineffective Kongou might be...she's the one with the most "firepower" left short of 'Plasma-chan' going off) Akatauki and Ushio both have "bait" or "deer with the headlights on them" vibes, while Hibiki and Kuma are straight up killers.
