for the same reason people usually dont translate books unless they really famous

For commercial purposes?

1) Licensing rights.
2) Sexual content.
3) Concepts that are typically foreign to non-Japanese.

And for what it's worth mentioning, this game (like 90-ish% of H-games) was not animated anywhere (except for OP/ED).

Well, there are translations projects, like mirror moon and dark translations, and yes, at least the mirror moon projects are of only masterpieces and/of famous games/books, but if you lurke enough time around you WILL find translation Patches of not so famous games, like kindom!
One more thing, Didn't really know this game wasn't animated, but my "why" keeps on about animated games like the mahotama series.

Patching translation that I mean, as in FANS translations.
One last thing before someone shoots me in the head: Fans translations don't necessarily implies piracy.
