EDIT: That said, the green uniform seems less 'Commissar' to me, and more Cadian officer. They get peaked caps too, last I recall.

Riveted or Chobham armor, that kind of armor does jack all against a concentrated blast from a couple of Fusion Blasters. Or god forbid, a shot from a Volcano Lance.
Don't even get me started on that squad of Tactical Marines with Thunder Hammers.
Well its riveted, and its a bad idea yes but casting is difficult and welding was really expensive and difficult, so riveting it was.
Plus its WH40K, sanity is kind of at a premium.

The Space marine Legions Did use Baneblades ( or at least a variant) back before the Heresy when they were more of a Sledgehammer than the QRF they are today.

The Fellblade is a Space Marine variant of the Baneblade, but they're extremely rare since most of them were destroyed during the Horus Heresy.
