Easy, she just pulled them from her Car/trunk. Easier to slip on a jacket instead of taking off your entire dress. Especially if there's already bullets flying where your date is on the streets.

She's a cop. Every Cop i personally know always has a kit in their car. You're missing the scenario here. There is already a shoot out/crime that is actively happening on the street. She doesn't have time to fully deck herself out. So she pulls out the essentials she can slip in in 5 seconds.

You ever seen those stick on police lights? Every Cop at least in my city has them in their civilian vehicle if they need to join a police chase while off duty.

Cops and Swats are often married to their work. At least the ones where i live.

Also you don't have random shit in your trunk? You one of those people that has a clean empty trunk?

A full Swat Outfit would take her a few minutes to slip on. She wouldn't have that time in a fire fight.

For this particular picture. Either this city is short on cops so they had to pull her away, or maybe she's the best one in the city. She was off duty. normal procedure would have them call her back from her date to the station. But there are often emergencies where your captain can call off Duty cops.

It varies by region and time, but a lot of territories have mandated over the years that off duty and reservist police officers have a sizable portion of their kit (sometimes including their service weapon) with them at all times (in their personal vehicle was usually acceptable). I believe the entire US still has this as a federal law, for example, although some locales don't enforce it.

So, to answer your question: a whole freaking lot of people.
