Wait, since when was yuri exclusively sexual? A lot of the images under the tag are romantic in nature. Or a combination of both, really. Point is, the lack of sexual contact =/= not yuri.
I'm not walking the hill on whether or not the image is yuri though. I'll let you guys battle that one out. The only 2 cents I'll add is that this art was made with Riyo's portrayal of the characters in mind, so take it as you will.
