Not of later years, though up to 1950 many of the inhabitants were less developed than even in Czarist times, as seen by Red Army astonishment at wristwatches when sweeping over Eastern Europe.
However, up past the First World War, much of Europe, the most developed area on the planet, including Britain [ where much of modern plumbing/sewerage was invented ] and in the USA, most poorer people wouldn't have laid pipes but would rely on wells and pumps.

It's not exactly about being poor or not. Laying pipes that it gets water into your house was something unheard of for many nations, especially places far from cities. In fact there are cities with households not having indoor pipelines for gas, water right now.

A surprising number of places don't have running water or sewage. Hell, a sizeable portion of Dubai still doesn't have sewage connections because the city grew so fast in such a short period of time.

Fanatical ideologues are often blind to anything that contravenes their worldview but may otherwise be functioning human beings. This is outright having a perception of reality that is noticeably askew from the norm. Or maybe I am reading too much into this.
