depends if it even works that way. maybe the 2 forms don't scale at all and are just counted as seperate magic entities.
I mean, if Rhea can cast magic spells in human form. well...ever see any of the dragon's in fire emblem cast magic? I can't recall if they ever did. They usually just fire breath or claw at you.

Unless the dragon form has a set strength level upon transformation. Thus the only way to gain extra strength would be through exercise in dragon form.
