That's a myth. Dan and Gouki have no connection, except that Dan briefly studied under Gouki's brother Gouken (and got kicked out).

Dan is a parody of ryo and roberto from art of fighting, and ryo's father (mister karate) is wearing a tengu mask, like dan's father.
At the end of marvel vs street fighter, dan is about to kill metal gouki until he is stoped by his little sis who says "don't kill him, he's our.." like in the ending of art of fighting.
In puzzle fighter, dan is shouting "oyaji", and who comes ? gouki.

To much coincidence in my opinion.

Gou Hibiki is Dan's father and is a master in Muai Thai. He is the one who took out Sagat's eye and in revenge Sagat killed him in a sparring match. Not much is known about him.

Street Fighter wiki. Besides, regarding Puzzle Fighter and MvSF as canon is kinda stupid. :|
